Are Wifi Networks a Green Technology?

With the planned citywide network here, the first client will be City Hall. I'm not sure how big the potential for fuel savings are here -- I'm guessing the second instance would prove more productive in this sense -- but, clearly, these networks can create multiple kinds of efficiency.
